History

The District is a political subdivision of the State of Texas, operating as a municipal utility district pursuant to Article XVI, Section 59 of the Texas Constitution and Chapter 8176 of the Texas Special District Local Laws Code. The District is vested with all the rights, privileges, authority and functions conferred by the laws of the State of Texas applicable to municipal utility districts, including without limitation to those conferred by Chapters 49 and 54, Texas Water Code, as amended. The District is subject to the continuing supervision of the TCEQ.

The District is empowered to purchase, construct, operate and maintain all works, improvements, facilities and plants necessary for the supply of water; the collection, transportation and treatment of wastewater; and the control and diversion of storm water, among other things. The District is also empowered to finance certain road improvements, and park and recreational facilities as long as they meet the Fort Bend County, Texas, and City criteria. The District may also provide solid waste collection and disposal service and operate, maintain and construct recreational facilities.

The District encompasses approximately 1,081.74 acres of land, is located entirely within Fort Bend County, Texas, entirely within the extraterritorial jurisdiction (“ETJ”) of the City and within Lamar Consolidated Independent School District (“LCISD”) and Katy Independent School District (“KISD”).

The District is located in north Fort Bend County, approximately 30 miles west of the downtown of the City of Houston, Texas. The District is approximately three miles south of the intersection of Interstate 10 and FM 1463 and approximately five miles west of the intersection of State Highway 99 and Westheimer Parkway. The District is bordered by FM 1463 on the east, which provides direct access for residents. A majority of the property within the District is located within LCISD, and a minority of the property within the District is located within KISD. All of the property within the District is within the ETJ of the City.
